Issue #22094: Old Orc random encounter oddity

I've encountered the Old Orc, and instead of his usual "looking for a good death" dialogue, he greets me like a regular NPC, and the only dialogue option I have is to ask if he can make me Bloodkin. Is this normal? I've never actually encountered him before while on a side-quest to look for enchanted gauntlets to gain access to Orc strongholds.

Ok, I returend to where I encountered him the next day. He has his usual dialogue now. I don't know what triggered the Bloodkin dialogue before.

Maybe the Bloodkin dialogue has a higher priority than the random encounter dialogue; probably something we should look into at least.

The encounter quest dialogue has higher priority, plus the stronghold orcs have faction checks so the dialogue they use isn't spoken by anyone else.

We're going to need to know exactly what the orc said in order to do anything more to look into this.
