Issue #22121: COMCaitQuest "Benign Intervention" can't start if Cait is alias-reserved elsewhere

Should Cait be reserved as an alias in another quest, her companion quest revolving around her cure cannot start because her alias there does not have an allowance for reserved aliases elsewhere. Being a companion, a huge number of official content quests are reported as aliasing her and any one of them could be the culprit. For expediency, Cait's alias in COMCaitQuest should just be set to allow reserved.

If the bug has already reared its head, Cait won't pester you again, so it'll need to be kickstarted. In the retro quest for the release version that fixes this, an additional check on the Cait's Actor Values "CA_WantsToTalk", and "CA_Affinity", and a quest stage completion on COMCaitQuest.

If it reports CA_WantsToTalk == 0, CA_Affinity >=500 (or whatever the Affinity level for Confidante is, I can't find the direct source for the values and I read it's 500), and COMCaitQuest GetStageDone 10 == 0, then it is in an error state. I'm not quite sure how to kick it from there, as what I tried via console got stuck. I bumped CA_WantsToTalk to 2, but then it remained there which effectively blocked all the other bits in that dialog option (relationship level check, idle banter, telling them to get out of power armor)

There is no need to check anything other than stage 497 and make the quest fire up as it should have. It may come as a bit of a jolt to people but it should have happened anyway.
