Issue #22427: Solitude grate mesh transparency

The grate mesh used in Solitude (the actual grate on it) has a transparency issue.
For example the one with reference ID 000c34b9 in solitude.

Its hard to see, but its the same as with the ropes in front of The Winking Skeever. The ropes where fixed some time ago.

The rusty parts of the grate are trancparent. If you move in front of it you can see slightly through it. ( and no not the actual holes on it :) )

BlackPete already confirmed it, i suppose its the same like the transparent ropes, a bad decal flag on the mesh itself.
You need to go ingame, stand in front of it and if you move you can see it.
Even on the screenshot you can see through it and the little plant leafs are showing.

Yes, I did say I thought I saw a problem at one point. After looking at it several more times, I'm thinking that what I actually saw was shadows which make the lower section of the grate hard to see in poor lighting conditions (especially at a distance).

Pretty sure Arthmoor checked the decal flags and determined it wasn't the same issue as the "ropes" like I originally suspected. My knowledge is very limited when it comes to meshes so another project member would need to see if they can see anything wrong. If it's just shadows making it disappear then that probably doesn't qualify as a bug.
