Issue #2325: CWMission04 aliased friendly soldiers for the prisoner rescue/fort takeover missions are spawned too
The civil war radiant quest, CWMission04, which is used by both sides for prisoner rescues and/or fort takeover missions sometimes fails to initiate.
The reason for this is that the 3 aliases, Friendly1, Friendly2, and Friendly3 are tied to spawn markers on the map which are NOT disabled at the start of the game. These NPCs are not essential and thus can be killed at any point during the game, even if you never realized they were there.
Stage 10 of this quest calls the alias to enable the markers, so this wasn't intended to have happened this way.
These NPC markers being broken this way appears to be the underlying cause for various quests in which players can't "report for duty" for their next mission. The aliases can't fill, and thus the quest can't start, so the dialogue is not available.
The nature of the alias necessitates that the aliases be marked as optional, and as allow dead, which means the mission may progress with less than the expected number of helpers. There is no viable way to correct this retroactively other than that since the alias can be used for any number of spawn markers throughout the game.
Dependent bugs will be marked against this one.
