Issue #23263: Bend Will shout doesn't work correctly on NPCs that are supposed to be compatible with it

I tested this out on both platforms Xbox One and PC (No mods besides the unofficial patch.) Bend Will is suppose to turn certain NPCs into allies temporarily (creatures and some people). However it doesn't work correctly when used on people inside holds (it doesn't work on people on Ravenrock either). I think this has something to do with the hold factions, the Bend Will shout doesn't TURN people into ALLIES instead it makes them FLEE (Fleeing could be intentional due to their "confidence" level but that doesn't excuse why guards don't attack) or ignore the NPCS who are attacking the player. (It's mainly the hold guards and the Redoran Guards who ignore hostile NPCs) This bug makes the Bend Will shout almost completely useless since it seems to work only on any NPC who isn't part of any hold faction or Ravenrock faction.

I forgot mentioned that the people who either flee or ignore the NPCs attacking the player will also be attacked by the same NPCs attacking the player and they will continue to ignore them or flee from them. I also tested this on NPCs outside of holds such as Riverwood and the same thing also happens and the same thing happens at the Skaal Village aswell. However I used the Bend Will shout on the dog at Riverwood called Stump and it worked on him, it seems to mainly affect people.

All indications are that this shout is working just fine. The first word only staggers and clears Earth Stone sites, it does nothing else. The second word will charm NPCs and animals for 30 seconds, making them temporary teammates of the player. The 3rd will do that as well as bring a dragon down for you to either ride or pick a fight with.

The only NPCs immune to it are Tulius and Ulfric, and creatures/animals are immune if they're undead, constructs, etc.
