Issue #23266: Bounty for killing Stormcloak during The Battle for Fort Amol during Random Encounter

One of the random encounters spawn Stormcloak soldiers close to Fort Amol. This is a issue that causes annoyance since the Stormcloak that have been spawned by the random ecounter will attack Imperials near the Fort Amol and if the player accidently kills one of these Stormcloaks they will get a 1000 bounty. Even though this is a random encounter that doesn't always seem to happen frequently, it is still a issue since it may cause the Imperial soldiers to turn hostile towards the player and the player will have to pay off their bounty before proceeding towards the quest line since chances are they will be attacked by Imperials inside the Rift Camp. I haven't tested this issue on the PC but I'm pretty sure the issue is also present there too. I haven't tested whether the issue also happens if you kill a Imperial if your on the Stormcloak's side.

To specify, the 1000 bounty always goes to Eastmarch, which suggests that one of the Stormcloaks in the random encounter or all of them are part of the Eastmarch faction. I don't know if this is intentional but I doubt it since you can kill Imperials taking Stormcloak prisoners in random encounters without getting a bounty and also kill Stormcloaks in Stormcloak camps without getting a bounty as well.
