Resolution: Not A Bug

Issue #23330: Svari acts as a beggar and an orphan

Svari in Solitude can be given a gold piece as if she were a beggar. This doesn't really make sense - she is never heard begging, nor does she need to. All other NPCs who have this option have no family, no proper home, no job etc., whereas Svari lives with her parents (who do not beg either) and her father is a merchant. They may not be rich (according to their dialogue), but not exactly beggars.

Also, once you have increased her disposition, she may ask: "Can you be my father/mother?" (only with Hearthfire, I suppose), which makes even less sense since her parents are both alive (and nothing indicates that she holds a grudge against them).

The whole thing may be an oversight due to someone confusing her late uncle Roggvir for her father, which would have made her half-orphan and without a breadwinner in the family.

This seems a lot like a bug to me. I've had her beg for coins on a number of occasions. She's a member of the FavorJobsBeggarsFaction, which probably has something to do with it.

By the way, the dialogue "You're the best! Can you be my father/mother?" is a generic greeting for all female children if their disposition is raised, which in Svari's case is accomplished by giving her a coin. She won't actually ask to be adopted unless both of her parents die and she's sent to the orphanage in Riften.

Someone had to go out of their way to assign her to the beggar faction and there's no indication this should be in error since she is not asking for you to adopt her. This was not the result of any sort of bug with Hearhtfire. She's been marked as a beggar since the beginning.
