Edit (04/01/2018): I'm pretty sure this has something to do with stores added at settlements. It happened again when I added a general goods trader at Hangman's Alley. The previous time I got this same error was when I set one up in Sanctuary. It's seems to occur along with the one in Issue #23352.

No sanity check for akOldLoc and the check that is most likely to fail is performed last. This should be checked first, as it would make the location checks superfluous in most cases (and thus save performance)).
